The time at the top shows in-game time, not real time.
According to the logs, he had just gotten back into the car, I assumed that if you'd been watching the car to time it, you'd have seen him enter/exit/talk to the NPC with a gun on his back

I actually disagree with this assessment.
1) Maybe, but if they're friends they could also just choose not to fight, even if they are rivals. At the very least, it'd stop them from cooperating and becoming even bigger zergs. At best, it'd keep the large orgs mainly fighting each other

Big changes surrounding the entirety of section 3 are already in the works, it's just taking a ridiculous amount of time because I both haven't had the time to ponder all the gameplay implications all my changes will bring, and because I want to test the new laws against archived complaints...
I'm not sure how else we should really expect players to take revenge on their targets if they're rolling around in large groups. From the looks of things, we believe that you fully intended on going above what was expected of you by simply forcing everyone to surrender, killing your target...
This is all just from May alone. I'm not sure what compelled you to immediately cause problems on Headline's profile and slander a staff member in the process right after your previous ban for being problematic ended. If you genuinely believed there was wrongdoing, you should have reported it...
