I think a lot of crims wouldn't mind this change much if an exception to bank raids are added

I dont see any world in which limiting raids to 1 per hour will be beneficial to the WHOLE com because crims will hate it. I like the idea of counting PD raids towards the timer but bank raids take so long and dont happen unless the bank has an amount of money that crims want so im not too sure...
