Dont see what would that do it just may make most of the top orgs would be scared to fight the 1st organisation. I have expirience with that and i can 100% you that wont effect anything, it will just make 2nd 3rd and other org just base most of the times as they will loose most of the fights...

I think the interior of Outpost comms should be reworked first and then think of adding more chemical spots for example in my opinion that little back room shall be expanded a bit for more privacy as If we talk about the raiding prospectives outpost comms is the worse place to base as it is...
