If they are looking at the road they should see the sign just fine. You would be taking your eyes of the road to look at the speedometer. The moment you enter a road there is a speed limit sign. Speed limits in V6 are much easier to memorize, as opposed to V5, which was a mess.

You could simply prevent this by not paying the ticket. You are not restricted by the ticket unless you need to drive the car, in which case you can move it. You paying the ticket, gives police a sign you acknowledged the illegally parked car and are not doing anything about it.
