As the user continued to speak, he should've known better to not speak. I also don't really know how his dog was barking and he didn't hear you despite it being clear and you can't even hear his dog. The user will receive a ban for his actions.

As long as you can speak and understand English when others are trying to role play with you (to an extent such as following gunpoint and orders like whatnot), they can speak how they like and I don’t think anyone agrees this should be a rule, probably a bit stupid
