Based on logs, he did time out and was having connection issues. Headline did not break 3.4 here.

If you’ve just killed a cop in front of him and trying to gunpoint him out of the car, he has every reason to believe you are going to execute him even if he complied and put his hands up. Under 3.4 he doesn’t have to comply with your orders, they aren’t reasonable and he needs to value his life...
