Wait at least a year from your latest ban. You were banned yesterday for an account back in January that was used and even then many times before that.

As the user continued to speak, he should've known better to not speak. I also don't really know how his dog was barking and he didn't hear you despite it being clear and you can't even hear his dog. The user will receive a ban for his actions.
