I'm not the best with legal jargon, but isn't this already covered under 6.3? They assist the detained person just by making the advert, since otherwise no one hears them scream. I would also argue they break 9.8 Reckless endangerment, since they knowingly put police lives at risk.

Other negatives: - easily abusable by getting your friend to steal your car = two cars at your disposal - confusing for PD -> investigating stolen cars, chases, hit and runs... - affecting civilians trying to enact revenge - load on the server with a possible increase in amount of cars spawned...
