There are even guides on rule 2.5 & 3.4, have you seen them? If someone needs help with the rules they can make a help request, I don‘t think its necessary to rework the rules. -

Police Suggestion Allow Heavy TFU to resupply on Light armour in the swat van.
The resupply time should be atleast doubled and also you should only be able to re armour two times- avirex24
