Why should this player be punished?: Breach of Rule 3.6; during a shootout Bert (and Peter) loitered around the area, at which point they were cuffed and told to walk away to a safe distance--although my action request is not on Peter, I do believe it is valid to mention they did not enter the shootout but Bert had entered whilst TFU and officers were pushing up.
This put Bert at risk and he even ended up next to a shooter who was flanking, although he did not die--he did loiter and put his life at risk. This initially wouldn't have been an issue but after telling Bert to move on several occasions he impeded police and risked their own life.
