Why should this player be punished?: Player rammed my vehicle multiple times due to beef from past days, then escaped.
After finding him in again and confronting him, I stopped his vehicle with my friend and his vehicle. When it came to a full stop we aimed our guns at him and told him to get out.

Instead he opted to use his vehicle as a weapon, run me over and then RDM me.

I tried to solve it in game with a simple warning from an admin, but he immediately disconnected to avoid punishment.

@Mr.Hyde are you aware that you were on whisper when you were telling him to get out the car?

You are on whisper meaning your commands couldn't be heard and you sprinted directly into the front of his car making him running you over significantly easier. As for the RDM, given that you're a perceived threat to his life, He had all the reason to kill you. As for the allegations of past interactions prior to this (or the lack thereof) this cant be proven.
