Why should this player be punished?: User used a elevated defence mid raid (workbench) this resulted in many org members dying in said raid due to this and losing guns. However when I asked in ooc regarding if said behaviour was allowed I was told it was not and the reported user told me hes willing to give the weapons back however I'm still making this AR so Its confirmed and hes not extorted if he didn't rulebreak. If this is a rulebreak im not looking for punishment just a refund as it affected a severe amount of the org members

Deliberately setting up props that would elevate your defences would be something we'd enforce.

Standing on a workbench or chem table, we have eased up on. It does not provide you with significant benefit. If many org members died from that, there's a different issue, not the bench the reported player was crouching on.
