Why should this player be punished?: User broke 3.4 - User picked up a weapon from an active crimes scene and ran off when i caught up with him I held him at gunpoint for 15 seconds. He kept talking before finally complying and surrendering

Ive spoken with the user in-game explaining to them how 3.4 works and how they broke the rule, I have linked them the guideline and rules in hopes to minimise the user making the same mistake again.

The user will be issued a warning for 3.4 for taking a weapon from an active crimescene infront of multiple officers aswell as for stalling under direct gunpoint.
