Why should this player be punished?: Player plowed with his Hummer into a crowd of people in a police investigation. Running over 3 people. Upon watching the the demo it looks like he was being pursued by police, which still doesn't give him reason to run people over. And he didn't even attempt to stop.

Man i was in a police chase with a fully upgraded hummer. i did not mean to run you over and i got arrested and all that for it to. I find it really hard to drive because of some lags near bazzar.
