I have spoken to the user in-game. He should have put his hands up when ordered to; instead, he pulled out his phone, which caused him to get shot.

The user will receive a warning.
3.4 – The user, while being held at gunpoint and ordered to put his hands up, pulled out his phone, causing him to get shot.
