Why would you stay around to kill me again after instead of finish me off?
You claim that the medic combat revived me, however, when I get revived, it's pretty clear the officer is completely unaware of your existance as you made it seem like you left the scene.

There was no reason to remain in the area after you killed Headline. Police were obviously on scene and the scene was secured, as they were clearly unaware of your presence - the medic did not combat revive since there was no combat ongoing. You should have fled the scene, rather than risking your life by remaining in the area with the intent of engaging in more combat.

In the future I recommend finishing people off if you want them dead.
