For more context on the situation;
I interacted with him before the clip and they were parked in literally the same spot as in the clip when I pull up. I ticketed them for 12.4 and told them to move the car, they moved it forward slightly and then stopped, whenever I got close they'd just move again, copbaiting for no reason when there was a parking space like 15 feet to the left.
