Why should this player be punished?: He broke 3.4 by fleeing a traffic stop without reason and then opening fire on police when found hiding in a dumpster immediately after running on foot from police, the traffic stop was for illegally transporting the firearm that he had on his back.
He was parked on the wrong side of the road outside office so I instructed him to move his vehicle I was then met with verbal abuse from him, I then reversed to talk to him and I spotted the Scar on his back so I told him to pull over and he responded with "negatory".
The pursuit lasted 3-5 minutes as I chased him all through the office area around hospital before we went towards intersection and onto the highway I pitted him on the highway and he drove on the wrong side of the highway back to intersection, when I got the chance we opened fire on his vehicle disabling it.
Once disabled the suspect ran from the highway bend and jumped off the highway in the direction of hungriges, he then hid in the dumpster by the drug dealer spot and as soon as I approached him to investigate moaning that I had heard, he opened fire.

When I made a report in game the staff member looked at all the evidence and said that he broke 3.4 and would be banned however, later changed his mind or something changed and he told me that he couldn't do any more investigating and that I should make an action request.

Not sure why he said it was 3.4 in your F6 and told me in an F6 that based on the circumstances I had enough reason to believe I was being pursued for the office raid hence why the report was closed with no punishment.

I can provide an explanation as to why I evaded you and decided to shoot; When you arrived at office one of my dearest companions @ICEKILLER_99 was inside mugging people, I had also been inside about 1 minute prior to this and was also involved in mugging said people. My estranged associate @rxsm had unfortunately perished inside of office during the raid due to an explosion that was entirely foreseeable, however he is not the sharpest which most people know by now. Medics and firefighters had been inside office as we were trying to get him revived under gunpoint and no cops had responded to the raid at this point. With there being explosions and dead people inside, it is very very reasonable to believe that cops were made aware of the raid, my belief was further reinforced by the fact that paramedics and firefighters had been inside and been gun pointed before being released, I had full belief that they had called out on the radio to say that they have been gun pointed inside of office and have witnessed a raid/mugging happening inside, either that or they had pressed a panic alarm.

I went to my car outside to wait for icekiller as he was still taking items off of people inside, this is when you drove directly to office and started making conversation with me which cannot be heard in your demo. As you have drove directly into the situation at office I believed you were responding to the incident and were perhaps trying to "play it cool" by responding without sirens. We have hurled some insults at each other, again this cannot be heard in your demo as you were also making comments towards me, which is why I had absolutely no belief that you were pulling me over all because I called you a small boy, I wouldn't have assumed your ego to be that hurt.

I can see now from your clips that you were infact a bit teared up by my comments and I had perhaps not been called out by paramedics, however there is absolutely no way I could have known this at the time which is the important thing here. On the balance of probabilities in this situation it was heavily weighed in the direction that you were responding to the ongoing raid.

On top of that, you have began shooting my car on the highway after I evaded the initial traffic stop, it is now in my head that I am definitely wanted otherwise such an extreme use of force would not have been used.

TL;DR, Icekiller was inside, I was on lookout, you show up and try to pull me over. I believed I was being pulled as I had been called out by paramedics/firefighters which is entirely reasonable given the events leading up to your arrival, despite what you had saw or why you were even in the area it WAS an ONGOING RAID, I had every reason to believe you knew this.

I am not the individual shown in these clips please remove this slander from your post at once. This was also dealt with with an hour long report, we were deemed innocent even shown in your evidence so I don't know why you bothered to make a second report

After watching the posted clips, it's clear that the user's thinking in regards to the police knowing about the raid is more than reasonable and therefore the shootout would be justified.

Having said that, the user will not be punished.
