Why should this player be punished?: 3.4 - The user failed to comply under gunpoint

Joshua Black and I were looking to perform a raid in the Lakeview Hotel when we stumbled upon Dominik in a room. We held him at gunpoint for plenty of time, and when told to consent to being zip-tied, he refused and said no, which resulted in him losing his life.
