Situation:
I tried getting into my apartment multiple times, they were minging & trolling by standing at my door not letting me in. I do have a small clip of this where you can see them doing this.

EDIT: I managed to fill the player's steam id section with 0's. Seems to have worked. Couldn't get it because I was banned right before this.

I really don't see a rule violation, him blocking your door can and was clearly easely handled by a police officer. You later kept the door open yourself and stalled the situation more yourself.
