Suggestion Title: Adding radios for civilians
Suggestion Description: This could add the possibility of multi org bank raids and PD raids and replace TeamSpeak

Why should this be added?:
to add more rp possibility's and means allies can raid better

What negatives could this have?:
people joining gov frequencies

What problem would this suggestion solve?: blacklist gov frequencies for civs

Not to jump off topic here but yeah why don't we have an ally's channel for TeamSpeak surely someone suggested that in the past right?

Yes just been suggested however its been denied everytime and staff have no intent to add it. This however will just be quite obsolete and will increase the "zerging" problem
