Community Suggestion agree button for rules

Suggestion Title: agree button for rules
Suggestion Description: When the player joins the server make it longer for you to read the rules like 30-40s and then you will press the "Agree" button

we could also make it so you have to scroll to the bottom to enable the button aswell

Why should this be added?:
- To make sure Players are reading rules

What negatives could this have?:
- N/A

What problem would this suggestion solve?: Mrdmers and people breaking 3.4 possibly
