Suggestion Title: Allow disputing ban lengths via ban dispute
Suggestion Description: Allow ban disputes to dispute the length of a ban, as opposed to just the content of the ban.

Why should this be added?:
- Prevents excessively long bans being falsely upheld.

- Allows you to question the judgement of a staff member, not just their investigative skills, without going through staff complaints - an often daunting and unwanted process which oftentimes just ends up creating division in situations like these where one may not want to cause division.

- Avoids division & arguments between staff and players.

- Greater transparency.

What negatives could this have?:
- Increased workload on staff? Essentially a non-issue because the workload of a lot of PD divisions outdoes the workload of staff as of now.

Ban lengths are changed by admins when they look at SCAM if they denied them if they're excessive.

Very few staff complaints are accepted in-relation to excessive ban lengths so we see this as a non-issue. There is nothing daunting about staff complaints, they're private so no other staff even know who made the complaint.

The current system works fine.
