Why Should This Player Be Punished: User ran me over for no reason, hit me about 4 times, and said "Sorry I can't drive".
User broke:
3.4 - There was a CCTV camera behind him.
2.1 - You wouldn't do this IRL would you?
3.15 - Rammed into a wall in the beginning of the video and after his 3rd attempt to kill me.
6.3 - Did not take NPC's into account (Missed this, Thanks Mikey)

As you can clearly see by just watching the video, he really tried to run you over but failed like 4 times, he had no valid reason at all to do so. His reason: Sorry i cannot drive? okay, he clearly did it just to troll around and its not okay, it just shows that he has no intention to roleplay really.

So i think we all can agree that this User Broke:

I don't really see why this user would risk his life in prison for no reason what so ever, its in public, theres alot of people watching, theres CCTV Cameras, theres NPC etc. So they would find out later who this guy is (dna).

3.15

User ignored vehicle damage, he crashed multiple times into walls, etc, he crashed into the person aswell, and we can clearly see he just ignored the damage overall.

2.1

I don't really think its realistic to do what he did, randomly driving over someone walking down the road for no valid reason isn't really realistic.

Dear Philip, thank you for the AR!

First of all dont call someone a minge, he did something which is unrealistic and broke many rules but no right for calling someone that.

Can you explain what happend before this car deathmatch, did the user had any right to kill you, did he took care of the CCTV camera's and the NPC's (Which would've inform the police straight away)

User broke.

3.15: Was driving his own car or a test drive car and crashed multiple times into stuff.

2.1: User did not play realistically, he should have watched out where he was going, he killed you without any reason as what i can see for now.

6.3: NPC's, User did not take the NPC's into account as what the 2 NPC's at the fix and upgrade shop saw (Killing someone with his car)

3.4: User was going with a pretty fast speed crashing into things which probably caused him to get badly injured.

Even if the user had lag he won't hurt you multiple times and then run you over.

I'm supporting you action request, after reviewing the video I can see that this player has clearly broken the rules;
You can see that the user has broken:

2.1 - He wasn't playing realisticly just trying to run you over for a joke / to make him laugh, he didn't have a reason from what I can see.

3.15 - He was damaging his car and kept on trying to drive into you ( he was also hitting other things like the building )

6.3 - You can see that there are multiple NPC's around that can see you are being run over by this user.

3.4 - Doing this would have caused him to hurt himself.

From the video he had no reason to try and run you over and was just doing it as a joke / messing around, he attempted to run you over multiple times.
