Why Should This Player Be Punished: These players should be punished because they broke 3.4 & 2.1 as well as then lying to the moderator during the sit by saying a different story to try and get out of a ban/warning by saying they were bleeding so they ran to the hospital but as you can see they were running to the city hall and they saw me and turned around.

Well so far, I can only see that they broke 3.21 by walking on the highway. Generally a +support for that.

I can se what they did wrong but did they in any way ruin you'r gameplay/experience. I just se them getting a warrning or a small ban. +support

They were clearly breaking 3.21 and 4.1. They were running across the highway (3.21), breaking law 12.1 (4.1) as they are government employees.
