Server Suggestion Auto-Implement Valet during Bank Robberies

Suggestion Title: Auto-Implement Valet during Bank Robberies
Suggestion Description: Whenever a bank robbery starts you are not able to obtain a vehicle from city garage and neither are you allowed to take the monorail to get to other areas of the map. You are left with the options of stealing a car or calling for a taxi and there isn't always one on. I propose that during a bank robbery, the valet policy is implemented temporarily for free to allow citizens to spawn their cars at city hall.

Why should this be added?:
- Less incentive to break 3.4 to move around the map
- Convenience and safety during a bank robbery

What negatives could this have?:
- None really

What problem would this suggestion solve?: Not being able to obtain a vehicle during a bank robbery

Isn't this a thing already? Won't the NPC say "The city is in chaos right now, we are offering valet services" or something to that extent?

This is already implemented:

A Car Valet has been added at City Hall, you will be able to retrieve your car there if at least one of the following conditions are met:

• You have just joined the server (Cost: 1000$)
• The "Car Valet" policy is activated (Cost: 1000$)
• There is an ongoing bank robbery (Cost: 0$)
