Sounds like conflicting content rather than a bug. Do you have any other content installed other then PH content if so, you will have to disable those when you play PH or delete them. Also, do you play on different servers before connecting to PH? That might be the issue aswell since joining servers will also add that servers content to your game, if you play different servers before playing on PH then I'd suggest restarting your game first.

Go to your addons folder in Gmod, you may have some in there but you're not subscribed on workshop.
