You need to expand on this, you need to be accurate when making ban requests. Under the law officers/SWAT must do anything can they to ensure the safety of the hostage, however this doesn't mean if the hostage gets killed you can blame it all on them. Under some circumstances, SWAT/Officers may move in and take the chance, meaning that the hostage may get killed.

It is a law where you must ensure the safety of the hostage. If it's possible for you to explain the situation in more detail, possibly by answering these:
Did you shoot them?
Did they shoot you?
Did you attempt to negotiate?
Did they attempt to negotiate?
Who shot first?
How long did the situation occur for?
If you answer these then it helps the person who is doing the ban requests this week and other staff to post their opinions.
