Suggestion Title: Bomb vests for ziptied players

A literal bomb vest with a dead man's switch by whomever placed it, which can only be placed on zip tied players.
The player who places it may not use weapons and the vest can be detonated by:
- The player who placed it dying
- The player who placed it drops the detonator
- The player who placed it detonating it
This vest could only be removed by officers and would then have to be disposed of the same way TFU disposes of bombs.
The civilian with the detonator would have to leave a certain distance away from the area and getting a notification that they're out of range for it to detonate. Only then can they safely drop it without it exploding or try to detonate it.
Why can only Officers remove it? So it can not be abused for "fake" hostage situations, thereby encouraging real RP with real hostages and not just easy kills on TFU.
Why should they not wield weapons? Same reason as above. This prevents you from shooting, essentially taking yourself out of the gunfight if there happens to be one. This is to promote in case of a firefight for those people to move further back.
Would the player be required to hold down the button of the dead man's switch for realism? No. That would be stupid and would just lead to stupid accidents. Would work the same way as a C2 however, just that you're forced to keep it in your hand.
Why should this be added?:
- Makes officers honor the agreements during hostage situations
- Makes civilians honor their agreements and
- Encourages hostage situations to be properly played out
What negatives could this have?:
- Suicide bomber RP
- Accidental blowing up
- Damage to vehicles and bases
What problem would this suggestion solve?: Civilians and cops not honoring the agreements they put into place and discouraging hostage situations to be used in a way to get free kills as well as for officers to not just look for ways to take out the target, but try to actually RP a plan.
