Description of the Bug: Can't refuel at City gas station

Edit: reported to happen at other gas stations aswell.

How to reproduce the Bug: Place a car near the middle of the 4 gas pumps. It will not let any other cars refuel, until that car is moved away.

I've had this as well with cop cars on duty. If i get back in and out it does seem to work but only for that time. If i leave and come back i have to repeat the cycle.
