Description of the Bug: Dispatch: Cannot assign incidents

How to reproduce the Bug: This bug is a few years old now and is unfortunately still an issue that causes miscommunication and annoyance.

Seemingly randomly, for automatically-generated incidents (police alerts, car alarms, life alerts, etc.), certain units cannot be assigned to said incident.

Moving the person to another callsign sometimes fixes this.

Description of the Bug: Dispatch: Assigning units to incidents sometimes just doesn't work

How to reproduce the Bug: Trying to assign a unit to an incident using the Dispatch Menu sometimes just doesn't work. Selecting that unit, then pressing the 'Assign to incident' function does not do anything. I noticed that moving that person to 2 or 3 different units then moving them back seemed to fix this issue.
