Description of the Bug: Hands up sometimes is only client side
How to reproduce the Bug: Sometimes when you put your hands up it will show client side but it won't show or the person telling you to put your hands up. It will still drop any equipped weapons but it won't show the hands being up, causing some confusing situations.
1. Put hands up.

@torbizzle recently dealt with a report where this happened, I believe he has a clip of it through the report.
Time Stamp: Happened a few times, 13th of February around 2-3PM and today at around 2AM I saw it again, happening to someone else.
