Description of the Bug: I sent money but other person didn't receive

How to reproduce the Bug: No idea I just sent the money from my bank to his bank.

a staff member said the logs show he didn't receive anything but that I sent the money so it wasn't a case of him scamming me, it has to do with the server

I'm hoping I can get an approval real quick so I can submit a refund request
