Description of the Bug: If you have chop-shop active, if you attempt to go get your engine fixed at the business NPC - it won't allow you due to 'Car being too far away'.

How to reproduce the Bug: 1. Activate Chop-Shop
2. Attempt to Crowbar the marked car
3. Run out of crowbars, and go get more.
4. Tier your car on the way
5. Go to NPC to get your car fixed
6. NPC will not register your car as your car
