Description of the Bug: TFU training session impacts actual PD slots
How to reproduce the Bug: Have a TFU practical training session happening and all the Heavy TFU gear slots are taken up by the trainees, impacting the actual PD. This allowed bank robbers to have a very easy time in robbing the bank where only light gear could gear up.

Errors: None visible except for the message telling you that you cannot gear up as there are too many in Heavy gear.
