Description of the Bug: Cant run for mayor while you have snowballs on your person, says you cant run while armed

How to reproduce the Bug: have snowballs on you, either equipped or unequipped and try and run for mayor

You are armed tho, snowballs hurt people!

This is not really something that disrupts roleplay, and without looking at the current code I would guess the time needed to change it, is not worth it seeing as we have snowballs for a limited time, and the chance of people having snowballs on them while trying to go for jobs is very little
