'Crafting Specialist' organisation perk

Description of the idea: Add a perk at a still undecided level to reduce the time needed to craft beyond the firearms level's modifier

Why should this be added? (pros): Crafting takes very long especially for people looking to increase their firearms level.

What negatives could this have? (cons): I can't think of any, please respond if you can =)

I believe that the crafting perk should be from implemented around the level 10 onwards as any lower could be abused.
