I believe this is normal as it’s been like that since I started playing

You should be moving slower when approaching business street so that you can quickly match the lower speed limit of that entire road (50->35). When you're heading towards the intersection the speed limit is reduced to 65 at/after the bend (55 driving through it) to give you time to stop/yield at the lights if necessary, it's only 80 on the stretch of road leading up to this. The speed limit changes like this quite a bit, especially in this area, so you need to keep your eyes wide open for the street signs. Whilst you may not find this to be the most conventional system, @TinySlayer has confirmed that it was made like this intentionally so you will need to create a map suggestion if you would like to see it changed.
