Suggestion Title: Don't receive 911 calls when in heavy gear
Suggestion Description: Disable all incoming 911 calls when in heavy gear.

Why should this be added?:
-  QoL
- don't get surprise phonecalled when trying to be quiet whilst entering a building/shootout.

What negatives could this have?:
- no one answering phone calls, cause everyone is in heavy? -> TEXT based still exists for a reason;

What problem would this suggestion solve?: receiving calls when trying to be quiet/tactical in shootouts.
 
This would be great and pair it with disabling the Call 911 button if no one is available.
 
I agree, having that phone pop up during a gunfight is so annoying and I am always on busy mode and still get them even when dealing with shootouts in heavy gear. I wish it would re-route if you're in heavy.
 
You can already mark yourself as busy/not responding to incidents to divert calls to other officers. You don't need a car, there's a bind to toggle busy and you can also use the incident menu bind
 
Whilst being the only one that can receive calls you still get em whilst busy

I almost always toggle myself busy and 95% of the time I still receive the calls.
 
Right now, marking yourself as busy attempts to divert the calls, but if there's no one to divert the call to you still get it (for example, if you're the only corporal+, or if everyone else is 'busy' you might be randomly chosen). Also, if you're assigned to an incident, the system tries to assign the call to someone else (but again, if no one is available, you might still get it)

This makes sense, but also it doesn’t make sense that a heavy TFU or literally riot police are receiving 911 calls. (especially when marked busy or assigned to an incident)

This is indeed how it works in general, my suggestion is to add an exception for Heavy TFU gear, so they never receive any 911 calls.
 
I will disable receiving calls when you're in heavy gear and marked as busy
