Suggestion Title: F4 Permissions for Ally's
Suggestion Description: Allows you to give keys to Ally's, Drive Vehicle, Ride in Car etc, I know this was denied a little more than a year ago, It just didn't have any comments underneath so I didn't see why.

Why should this be added?:
- Easier than distributing keys separately to individuals who are trusted enough to be Allied

What negatives could this have?:
- There's a slight possibility of abuse dependent on who you are allied with
