Suggestion Title: Give TFU wanted for questioning abilities
Suggestion Description: Give TFU the ability to set wanted for questioning warrants.

Why should this be added?:
- They can hold big guns, so should be able to set wanted for questionings

What negatives could this have?:
- dev time

What problem would this suggestion solve?: TFU are able to have weapons of mass destruction but cant set wanted for questionings.

TFU is to provide Tactical Assistance to get better control of situations where officer lives are at risk. Giving them permissions to set warrants on the sole pretense of being TFU is not something we want practicality wise. To get TFU you had to prove ability to communicate, coordinate, secure scenes and resolve such situations, There was no administrative portion of your training at any point and therefor, granting you additional warranting permissions as a Tactical Firearms Officer on the sole pretense of being a Tactical Firearms Officer is not beneficial or relevant to the role. Furthermore, since your ability to use this tool would be a TFU benefit, TFU command would have to be removing people from TFU for misusing this system.

As a TFO, you are a Tactical Response Officer, Not a mini supervisor. The reason TFO's have breach permissions and incident leadership perms above that of a regular uniformed Officer is because these directly correlate to the duties of a TFO. Setting warrants for questioning is not one of those, and this should be left to a Corporal+.
