Suggestion Title: Judicial System
Suggestion Description: Inspired by the recent sweater suggestion for "court" by @Alex Daman I will lay out my vision for what may be accepted and could possibly work out to provide more roleplay switching up the pace from the server being focused on cops vs robbers all the time!

CRIME MUST BE 6+ Years or 6000$ FINE TO ALLOW A COURT TRIAL TO BE IN PLACE PROVIDING AN ALTERNATIVE TO POSSIBLE JAILBREAKS.

The library in City Hall will be switched to a court room. NOBODY uses the library or 99% of the city hall. It is extremely oversized and many have agreed so why not utilize it for this excellent roleplay opportunity.

Role of Judge:
Judge is amounts to 50% of the final verdict, his word can be yes or no and that will decide the pleaded sentence as well as will the suspect be punished or exonerated.

Judge will be able to, similar to how a gambler can press spin, press left click on his mallet which will play a mallet sound, if players disconnect below the minimum of any placement or the Judge feels as though the trial needs to be cancelled for whatever reason he may also left click on a button to end the trial causing the defendant to rely on the PLPD to find his punishment)

The judge also gets a prompt when starting the trial to decide which side will have what lawyer or if they will be representing themselves. He will also need to pick a cuffed suspect from the list he will receive whilst setting up the trial to choose who the defendant will be and who the prosecutor will be. Then once all figures are picked, a city broadcast will be automatically issued announcing "A court trial is soon to take place, Attend now to be the jury for <Insert Defendant's name>. Call or text <Insert Judge number> to be selected for Jury." or something better than that.

Requirements to be a Judge: Must be ranked CPL or above in the PLPD and pass a test in which it will examine you on scenario based situations where your role as Judge will put in question the lively-hood of charged subjects to see if you have what it takes to determine which was guilty or innocent.

Role of Jury:
Players can call the Judge number or message him or her to alert them they want to be jury. Once they do such thing the Judge will be able to pick them as inspiration from Voir Dire system or Jury selection.

Civilians must be off duty and not wanted by the PLPD to attend. They will be given 2500$ as payment for jury duty from the city funds (assuming city funds are always in the millions). Up to 10 people can attend to the trial. A minimum of 5 must be present to enable the trial to begin. The jury's decision MUST be unanimous or the majority will overtake. Meaning if most say guilty then the jury will offer 50% of the sentence vote making however taking inspiration from the american federal system where "judgment of acquittal," exists (the judge even if the jury disagrees may override that verdict and issue his own) then the Judge will get the final say considering the collective vote of the jury on whether the charged subject is guilty or innocent.

Role of Defendant:
Defendant will NEED to attend. This is because he or she will be the one who asked for this trial and if all players are present and he or she as the defendant is not then they will be given 5 minutes to attend after being messaged on their phones. If they fail to respond or attend they will be given a warrant for 6.4 and charged accordingly. If they reply however the timer will be extended 5 more minutes to allow time for arrival.

Once the defendant is present they will be able to represent themselves or have a lawyer speak for them, This lawyer will be selected to be on what side for who by the judge.

Role of Prosecutor:

Prosecutor will be acting as a lawyer and must be a PLPD employee. Their skin will be changed to wear a suit and they will be tasked, as chosen, to represent the PLPD in their decision to convict the defendant of the crime as charged. They will be given just as much of a chance as the defendant to arrive and if they fail to attend the defendant will be given half of what they were accused of automatically and sentenced accordingly.

Role of Bailiff:

A bailiff will be a confirmed police officer who ranks senior officer or above and will be tested to see if they are able to handle different scenario based situations which will confirm if they are capable of handling disorder or contempt in a court environment. They are tasked with maintaining order and making sure nobody attempts to commit any crimes or act out any evil inside the court room.

Role of Lawyer:

Both sides will be able to have lawyers (Prosecutor side will be required to bring a lawyer as the lawyer will be a PLPD Officer chosen)

This person will bring evidence and be given 5 minutes to speak out a statement. He or she is paid by their employer any amount decided beforehand.

Example Scenario:

John Doe is charged with 9.2 (Physical assault with offensive weaponry). John Doe requests a supervisor and alerts that supervisor that they want to go to court.

John Doe will then kept in the holding cell until a Judge is on duty. Once picked he will be teleported to their position in the court room as the same with everybody involved. 5 minutes will given for all the jury seats to fill up and a minimum of 5 will need to attend otherwise the half cut punishment will be issued automatically and the trial will be cancelled.

Once the court trial is in session a Mallet will be struck twice alerting such. Herein the trial must take be orderly and kept civil otherwise the Bailiff may arrest anybody obstructing with 6.10 and the Judge may also cancel the trial allowing the PLPD to arrest with however they feel necessary under law 2.2.

Stage 1 - Opening Statement:
The Judge will announce the purpose of the trial and restate why everybody is present.

Stage 2 - State's Case in Chief:
The prosecutor will be given a maximum of 5 minutes to explain why the defendant is guilty.

Stage 3 - The Defense Case:
The defendant will be given a maximum of 5 minutes to present why they believe the defendant is innocent.

Stage 4 - State's Rebuttal:
Prosecutor will be given a maximum of 5 minutes to respond to the defense in why they believe the defendant is still guilty, they will also attempt to counter any arguments against them.

Stage 5 - Closing Arguments:

Prosecution Statement:
Lawyer will make their statement where they can speak about everything which happened so far, not being restricted to facts but speaking about whatever happened to attempt to convince the jury that the defendant is guilty (Maximum 2 minutes unless Judge extends).

Defense Statement:
Afterwards the defense will make their statement where they can speak about everything which happened so far, not being restricted to facts but speaking about whatever happened to attempt to convince the jury that the defendant is innocent (Maximum 2 minutes unless Judge extends).

Prosecution Rebuttal:
The representing lawyer will stand before the jury and give a statement as he or she has the "burden of proof," this is ONLY to speak against facts which were stated in the trial beforehand. Any repetition of opinions or claims is not allowed lasting a maximum of 2 minutes (extended if the Judge feels as though it is required).

Stage 6 - Verdict:
All the jury will be teleported to a private room where they can speak freely about what they believe is the decision of the jury collectively. After 1 minute of speaking, they will be given a prompt to say "Guilty," or "innocent." Then they will be teleported back to their seats and the judge will receive a prompt displaying the majority vote of the jury.

Finally the Judge decides "Guilty" or "Innocent" which once chosen he or she will strike their mallet and the court will be over. If guilty the defendant will automatically be given the maximum punishment for their charge. If found innocent they will be teleported to the front of city hall with everybody else and be free to walk off.

Every jury member will be paid 2500$ from the City Funds and will be walking off as well.

The Judge will be paid 5000$ and can walk off.

The Lawyer is already paid by their hirer.
(Prosecution lawyer will be given 2500$)

Bailiff will receive 2500$.

Why should this be added?:
- Roleplay
-In depth idea which will put the size of City Hall to use
-Creativity
- More opportunities
-Legal money

What negatives could this have?:
- Can be a waste of time for some people if an important figure doesn't fulfill their role in which a punishment is in place herein as described above.
- Can take long to develop

The idea seems great but 40+ mins for court only for the person that committed the crime to get 6-10 mins in jail.
Finding a capable jury, prosecution, defense and judge will take time and I don't think they'll always be readily available.
Perpheads is more of a fast-paced game. If you want to go down this route. They should increase Jail time/punishments.
Not only that but the amount of time it'll take to develop a thing this large. A new area would have to be developed to be designated for the court room and also coded.
New laws, roles, policies, and other stuff would have to be made.

The idea seems great but 40+ mins for court only for the person that committed the crime to get 6-10 mins in jail.
Finding a capable jury, prosecution, defense and judge will take time and I don't think they'll always be readily available.
Perpheads is more of a fast-paced game. If you want to go down this route. They should increase Jail time/punishments.

Excellent question but I assumed you could've inferred what would happen however I can clarify that if there is a failure to fulfill the extremely essential role of judge then that automatically works the same as the "I request a supervisor," option where players can check if a supervisor is on or in this case a Judge capable officer is on and whether they can attend or not then move on towards that roleplay or if it is not possible then players can simply sentence as usual.

Have you ever arrested someone in perp before?
My ears suffer every time a suspect takes longer than 2 minutes to put in jail because he’s going to be screaming his head off at you, if not about how you should “hurry the fuck up”, then it’s usually about how he definitely has sex with your mother and thinks you’re braindead.
The average attention span of perp players just isn’t high enough for them to participate in anything resembling a court.

The only times where I have experienced anyone wanting to do anything resembling court or having a lawyer defend them, it’s so they could either be absolute trolls or to have the lawyer break them out.

This will never happen, people get upset over the smallest shit, discuss it for 15 minutes only to end up in jail for simply 5 minutes. Yeah man, great outcome. Your expectancies are too high for PERP players when you think your average new player who just joined is going to take a court seriously.

We do have this covered under 6.3 but are under no way obliged to give you any lawyer (only supervisor) or the like, it's up to the prosecutor to accept advice. This is all just a waste of time for both the Officer and the one who's being prosecuted if the evidence is already clear. Most "lawyers" are just there to break the person out, stall time for org, or to troll.

You have to keep in mind that maximum prison time in PERP is 10 years/minutes. This would make more sense in a way more serious RP server like some GTA SA:MP servers where you can get put into jail for 6 hours of playtime (or more) depending on your commited crime.

As much as I like this idea i do not think that the server is suited for a system like this as it just seems a bit to much for a max sentence time of 10 minutes, You would be in a court case for approx 30 minutes to an hour just doesnt seem justifiable,
