How to reproduce the Bug: just goto the fuel pump and press e on it and then it just says "NPC.FuelPump.Sell.Greeting <Leave>" which I assume shouldn't be the text

This is broken litteraly everywhere, PD armory, PD jail cells NPC when opening cells, it gives 1 option, so opening cell 2-6 is impossible. Seems like most of the NPC greetings are broken at the moment.
