Suggestion Title: Make it unbearable to walk on barbed wire.
Suggestion Description: Make people slow down, get hurt, be unable to jump when walking on barbed wire, or create a barrier so they can't even walk on it in the first place.

Why should this be added?:
- realism

What negatives could this have?:
- effort for something that's already not allowed under rule 3.3

I'd be okay with this change, also party because of unrealistic it is to just run across a barbed wire fence.

Don't forget the fence that is actually a brush wall at the Police Department.

Yeah, walking on top of fences is kinda dumb, regular chain link and wooden fences included.

There were talks awhile ago about implementing the same anti climb prevention that is atop cctv cameras to fences and that would be a better idea as it doesn’t require real map changes.
