Reason:
2.1 - He wouldn't stay in the car surrounded by officers at gunpoint. He then abused the fact that when he did get out he was on top of the car and could jump off the bridge. EDIT: Didn't see, but he did kill his friend in the back of the truck in the process.
2.3 - Abusing the glitch of where they spawned when they got out.
3.4 - He risked his life because we had to force them out of the car.
3.6 - He jumped straight off the bridge with no RP.
3.15 - Not observing vehicle damage.

The user clearly put his life at risk under gunpoint. His friend seemed to have complied which shows this. He did not attempt to RP the situation at all. Why was he being chased in the first place? If it was just for a traffic violation, noone in their right mind would commit suicide for a traffic violation. Also, he didn't take vehicle damage into account (3.15) He was rammed multiple times which would have made considerable damage to his vehicle.
