Suggestion Title: New players can't buy guns
Suggestion Description: I know this sounds crazy, but I feel like new players have to do the WHOLE tutorial and have about 20-30 min additional playtime before purchasing a weapon. This will make it harder for mrdm

Why should this be added?:
- Less MRDM

What negatives could this have?:
- Not fun and can get new players bored of the game
- Sometimes a gunner in bazaar gives you hunger games immersion

What problem would this suggestion solve?: MRDM

There are new players who want to play but don't feel like going through the tutorial and this will only cause less people to join the community. I understand the good intent behind this suggestion but this isn't a good solution imo
