Suggestion Title: Off duty clothing
Suggestion Description: You know how in real life as a police officer you get a cool shirt of something like that? Well, here if you get to SO or play as an officer for long enough, you get the off duty clothing. Cred to karolukas for the idea

Why should this be added?:
- it will implement a work hard get rewarded scheme

What negatives could this have?:
- none as you can’t get money from it as it’s not sellable

What problem would this suggestion solve?: No way to be recognised while off duty

There is already a PLPD shirt you can buy iirc

I know but you have to BUY that, but here the off duty shirt will be free and update depending on if you rank up or not

In perp you use the same character for crim and cop, every time you get off duty you are subject to NLR, therefore that clothing item would not really mean anything anyway

You can use the plpd t-shirt that only cops 10k
