Suggestion Title: Only Spawn Car on Resigning After 15 Minutes on Job
Suggestion Description: When this feature was added an unintentional side effect is that it is now much easier to spawn a car after respawning as civ by running straight to PD, going on cop and immediately resigning. I suggest that the feature only spawns a car in after being on duty for at least 15 minutes, which would prevent people going on cop and instantly resigning to get their car quicker.

Why should this be added?:
- Stops people abusing the job system to spawn their car

What negatives could this have?:
- Have to walk to city garage (Exercise)

What problem would this suggestion solve?: Abusing the job system to instantly spawn your car.

I was planning on implementing something related: only store the car if it's nearby the signup NPC. If the car is far away, or is clamped/broken, do it the old way
