Remove afk timer

Description of the idea: Remove AFK timer altogether, if not just for Premium members

Why should this be added? (pros): The server is never full anymore, so there is no need to kick AFK members, I got kicked as mayor when I went AFK for 4 minutes to cook some noodles and it caused me to have to get reelected and reset the taxes, it was just a pain.

What negatives could this have? (cons): people on jobs will go AFK, but staff can just demote or kick them.

I don't know how you got AFK kicked for cooking noodles for 4 minutes, I can literally stand AFK in a base waiting for coke to grow and not get kicked

Cause you weren't a job, afk timer isn't always activated for civilians, but it's ALWAYS activated for people on jobs.

We will look at how we should handle people like @Mallard (aka afk players). Maybe stopping paychecks is better todo when someone is afk rather than kicking them if they are afk?
