Suggestion Title: Remove /help chat cooldown
Suggestion Description: Remove the chat cooldown from using the help chat as a user.

Why should this be added?:
- It will allow for longer answers if one chat message isn't enough
- Answer multiple questions

What negatives could this have?:
- People can spam it (blacklist exists)
- Potential increased misuse (^)

Or perhaps lower it to like 3-5 seconds so there is just that small cooldown so that theres some time for staff to interfene incase someone spams with it I guess. Though this would indeed be quite helpful.

I'd say keep a seperate track of help messages like OOC message count. You get 2 help messages and you get a new message once the usual /help cooldown is over to still combat abuse/spam.

+ support. most of the times i cannot fit my whole sentence into the ./help command and i have to redirect it to ./ooc but with ./help you have a much brighter vision/people notice u way faster.

100% got too support this. The amount off time I try too help ppl but never use /help
Because off the wait is annoying. I always end up running out off ooc messages while helping people because off the cool-down for help chat.

I agree with everyone here. I never use help because of the cooldown.

Lowered to 10 seconds
