Suggestion Title: Remove suggestion title timeout
Suggestion Description: Remove the ~180 second timeout that prevents you from submitting a suggestion after entering a title that is too long
Why should this be added?:
- Unnecessary, it doesn't prevent spam
- Ease of suggestion posts - don't have to wait 3 minutes after being one character over the limit
What negatives could this have?:
- None; perhaps someone can raise one here?
What problem would this suggestion solve?: Having to wait 3 minutes after trying to post a suggestion whose title is too long
