I am uncertain that they refund if you timeout or not but the evidence is right here. To my knowledge it is only if a person has been banned and you want to be compensated for the items lost or server crash but you got my support anyway.

We do not refund for you timing out, as it is a problem with yourself and not the actual server. If the server crashes, you will be refunded however due to the fact that it was a problem with your own internet it's not our problem.
